Hidden Harbor Homeowners,

The annual meeting of the Hidden Harbor Homeowners’ Association (HOA) is scheduled for Tuesday, April 8, 6:00 PM at Hixson Presbyterian Church (1450 Jackson Mill Drive, Hixson, TN). The Board would like to take this opportunity to provide you with information and updates on several items prior to the meeting.

We have three open board positions up for election this year. We currently have two incumbents running for re-election and one additional candidate. Please see the enclosed ballot and candidate bios. Ballot submission options are as follows:

  • Online at hiddenharbor.org (preferred)
  • Neighborhood Dropbox or mail
  • In person at the meeting
  • Via proxy through another resident (proxy form must be filled out)

As per our bylaws, a yearly dues increase will be assessed based on the cost of living for the previous year as reflected in the Consumer Price Index – United States for Urban Wage Earners and Clerical Workers, unless 3/4ths of the vote at the annual meeting is against this increase.

Due to rising costs for maintaining our community, including lifeguard wages, pool chemicals, insurance, and other services, the Board is proposing a $50 annual increase ($25 bi-annually). To approve this increase, 75% of votes at the annual meeting must be in favor. In recent years, the Board has added and updated amenities such as the pool and new pickleball courts. Several common areas, including playgrounds, basketball courts, boat dock, and the activity field pavilion, need upgrades. Approving this increase will allow us to maintain and enhance our community, ultimately benefiting property values.

This will be a meeting of the Hidden Harbor Homeowners’ Association. Members of the Association are defined in Section 3.01 of the Declarations of Covenants, Restrictions and By-Laws (By-Laws) as “The Developers and every person or entity who is a record Owner of a fee simple interest or an undivided fee simple interest of at least fifty percent (50%) in any Lot which is subject to this Declaration shall be a Member of the Association, provided that any such person or entity who holds such title or interest merely as a security for the performance of an obligation shall not be a Member of the Association. Membership shall be automatically transferred to the new Owner upon the conveyance of any Lot and recording of the Deed of Conveyance in the Register’s Office of Hamilton County, Tennessee. Membership shall be appurtenant to and may not be separated from ownership of any Lot which is subject to assessment.” Per Section 3.02 of the By-Laws, “Members shall be entitled to one vote for each Lot in which they hold the interest required for membership in Section 3.01. When more than one person holds such interest or interests in any Lot, all such persons shall be Members, and the vote for such Lot shall be exercised as they among themselves determine, but in no event shall more than one vote be cast with respect to any such Lot.” You must be a member to vote, and only members have standing to speak and make motions at the annual meeting. If you are renting a home within Hidden Harbor, or living in the home with an owner, you are not an HOA member and do not have standing in the HOA.

2025-2026 Board Candidates

Marty Malone

2025 Candidates-Marty Malone

Marty Malone is a teacher and administrator for Veritas Classical Schools and recently retired after 33 years in the Air National Guard (Air Force) with the last 20 years being full-time.  

Lieutenant Colonel Malone culminated his career as the Director of Public Affairs for the Tennessee National Guard. He enlisted in the Tennessee Air National Guard as a Ground Radio Maintenance Technician as an Airman Basic on 4 February 1990. He attended the Ground Radio Maintenance Technical School at Keesler Air Force Base in Biloxi, Mississippi and was awarded the apprentice rating. He returned to Chattanooga as a Drill Status Guardsmen performing Engineering Installations Missions with the 241st Engineering Installation Squadron. He was integral in multiple projects across the Southeast at various Air National Guard Bases. 

In 1999, then Staff Sergeant Malone, attended the Academy of Military Science at McGhee Tyson Air National Guard Base and received his commission as a Second Lieutenant. He attended Communications Officer School at Keesler Air Force Base in the summer of 2000 and converted to a Cyberspace Operations Officer via the X course. In the spring of 2004 Captain Malone deployed to Iraq and led all the Engineering Installations forces in the country working mostly at Balad Airbase and providing critical communications infrastructure to units including Combined Search & Rescue, F-16 Operations, Special Operations, and Army forces. Upon his return to the 241st he was hired full time as the Detachment Commander and led the unit through consistent and multiple deployments to the middle east, Hurricane Katrina response, and rebuilding military assets on the gulf coast in 2005 and 2006. 

From 1997 though 2004, on the full-time side, Marty was a teacher for Hamilton County in subjects to include, Biology, AP Biology, Leadership, Life Science, Reading, and Technical Theater. In 2007 he led the 241st’s first Air Combat Command Inspection and in the years following he led the design team for the Air National Guard’s new facility now on Bonny Oaks Drive.  In 2013 he prepared the 241st’s for their first ever Air Force Space Command Inspection. He was also instrumental in aiding the Navy Reserve after the tragic events at their facility on 16 July 2015.

Marty deployed to Al Udeid Airbase in Doha, Qatar in 2016 as a division chief for communications infrastructure for the entire middle east.  From 2017-2021 as the Wing Executive Officer for the 118th Wing, he was advisor to the Wing Commander in the management and administration of services essential to the operation of the Wing.  He provided direction and leadership, with authority of the Commander, towards the planning, implementing and achievement of the Wing’s strategic plan. He had management and oversight of budgets, projects, public affairs, chapel, inspector general, safety, judge advocate, equal opportunity, airman / family readiness, and physiological health. Marty liaised regularly with organizations on base, state leadership, national leadership, and civilian authorities. 

From January 2021 through October 2023, Marty worked at the Joint Force Headquarters for the Military Department of Tennessee and in the Public Affairs office.  

He and his wife, Heather, have three children, Ella, Max, and Brynn.


Nathan Bean

2025 Candidates-Nathan BeanMy name is Nathan Bean and I appreciate your consideration to continue to serve on Hidden Harbor’s HOA Board. I’ve been a resident of Hidden Harbor for six years along with my wife Amanda, daughters Abigail, Matti, and our lab Blossom.
For 19 years I’ve worked in various technology roles and currently work as an engineer for a large healthcare insurer. I have an Associate’s in Technology from Chattanooga State, Bachelor’s in Business Management from Bryan College and various IT certifications. I enjoy spending time with my family, home improvement and all things automotive. Our family volunteers at our local church and supports various local charities.
My career and life experience have led me to be able to solve complex problems. I will use my experience and knowledge to serve to the best of my abilities. The family and I enjoy the neighborhood and would count it as an honor to be elected to the board.


Kyle Blevins

2025 Candidates-Kyle BlevinsEven before my wife and our three sons moved here in January of 2021, I was one of the kids you see now roaming around enjoying many of the amenities we still have today. I had relatives in this great neighborhood nearly right up to my own family’s opportunity to move in on Sea Gull Lane. We live in a special place!
While the amenities and many other things about Hidden Harbor are great, I remember one thing about “growing up” here more, and that was the opportunity to be with people. Whether we were at the pool, skateboarding on the bumpy roads, or just walking around, it was the people that made those times feel special. Now we take our boys and their friends to fish at the dock, or play sports and games at the field and playgrounds. We bike and OneWheel the roads and trails, we host parties at the pavilion, and I regularly host friends to play pickleball right here at home (one of my favorites!). I cherish the rich home life we can have here.
So, as I am seeking my first opportunity to serve on the board, I come with questions and the intent to get to work. How can we preserve this great place and all it offers? How can we create value and new opportunities for people to connect? And how can I serve my neighbors and help meet needs? I will bring my 15+ years of progressive role experience in service, leadership, and strategic resource management to the table with me, along with the partnership of the board, to help answer those questions.
My wife, Victoria, and I have been married 15 years this Fall. Our sons Elijah (12), Oliver (7), and Isaac (5) make this place a perfect match for us and largely drive our desire to live here. We briefly supported and hosted some events for our social committee around 2022 until our world changed with the beginning of an Autism story. Now, I’m ready to carry on with that desire to serve and connect!
